Developer Voorhees Route 73 Development Group LLC seeks several zoning variances from Evesham to construct the Wawa. The property is owned by VRI-W/J&J-Voorhees II LLC, which has the same address as the developer at 701 Route 70 East.

Voorhees Route 73 Development is owned by 701 Realty Partners II LP, which is owned by A&B Development Group LLC. A&B, in turn, is owned equally by E Street Development Group LLC and PJN Development Group LLC, according to the zoning application. All of the entities have the same Route 70 address as the developer.

Zoning Board in Voorhees Rejects Traffic Concerns Related to Wawa Near 73 and Kresson

A formal resolution giving the go-ahead to the developer of a Super Wawa near Route 73 and Kresson Road in Voorhees was adopted Thursday night by the Zoning Board of Adjustment.

The Wawa project, controversial with neighbors largely because of traffic concerns on Kresson Road, was approved 5-2 at the board’s December meeting. The resolution spells out the conditions of the approval.

Voorhees Route 73 Development Group LLC plans to build the Super Wawa for the convenience chain at 995 Route 73 on a wooded lot of 4.16 acres, with 3.48 acres in Voorhees and the balance in Evesham.

Super Wawa near Route 73 and Kresson Road in Voorhees Gets Okay from Zoning Board

A Super Wawa convenience store and gasoline station near the intersection of Route 73 and Kresson Road in Voorhees was approved by the zoning board in a 5-2 vote Thursday night despite protests by residents who were concerned about traffic issues.

Board members who voted to grant the use variance, bulk variances and approve the preliminary and final site plans said the Wawa is a permitted use on the property. The use variance is for a Wawa driveway on Kresson Road, not the Wawa itself.

Italian take-out restaurant on Haddonfield Berlin Road in Voorhees gets Township approval.

Plans for an Italian market offering takeout meals and deli food on Haddonfield Berlin Road in Voorhees came under close scrutiny, with concerns, by the Planning Board at an August meeting.

In response, entrepreneur Alfred Furia had his team revise plans for the site at the corner of Hudson Avenue, where a long-vacant building now stands.

Board members on Wednesday night congratulated Furia for addressing their concerns with the earlier plan and voted unanimously, 8-0, to approve his site plan and grant him bulk variances to open his restaurant, which will not have on-site dining.

“The first hearing, we had some strong positions and considerations,” Board Chairman Ron Schwenke told Furia before he cast his vote in favor. “We really pushed back hard on this site plan because of certain elements, especially the parking. And for you to turn around and completely revamp your approach to meet those requirements really says a lot and I welcome this application.”

Chef’s plan for Italian-American take-out restaurant goes before Voorhees planners next week.

Alfred Furia has spent decades in the dining business, specializing in the Italian cuisine recipes that came out of his family’s kitchen in South Philadelphia when he was growing up.

Now Furia wants to renovate a vacant and dilapidated building on Haddonfield Berlin Road in Voorhees — near Evesham Road and the Cherry Hill border — and open an Italian-food themed restaurant for take-out or delivered meals.

The Gloucester County resident is scheduled to go before the Voorhees Planning Board next Wednesday seeking approval for preliminary and final site plans to convert the property that once housed an accounting firm, but apparently has been empty for years. The white building on the corner of Hudson Avenue is across Haddonfield Berlin Road from the AutoZone Auto Parts store and the Ritz Car Wash.

“It will be all me,” Furia told 70and73.com in an interview on Tuesday. This is the next step in his food service career and he would handle the cooking and oversee the daily operations, he said.

Furia was general manager of 300-seat caterer Occasions by Galdo in South Philadelphia before it was forced to temporarily close during the COVID-19 pandemic.

Dunkin’ Donuts developer gets zoning okay from Voorhees to build on Route 73 at Lake Villa Drive

A proposed Dunkin’ Donuts on an undersized lot on southbound Route 73 in Voorhees was unanimously approved by the Zoning Board of Adjustment on Thursday night.

Lawnside-based Patidar Brothers LLC, which operates several other Dunkin’ restaurants in the area, received permission to tear down the Apple Auto repair shop at the corner of Lake Villa Drive, north of the Cooper Road intersection, and build the drive-through facility on 0.7 acres when zoning ordinances normally require two acres.

The application required a use variance — restaurants are permitted on that lot, but fast-food businesses are not — and 20 other variances governing setbacks and signage.

Board approval included the developer’s preliminary and final site plans for the property, which the application states is owned by Anthony P. Micciche and Michael A. Micciche, who also own Micciche Auto Parts and the junkyard next door on Route 73 as well as the residential lot and a wooded lot adjacent to the site.

Several residents testifying before the board questioned the use for the site, impact on traffic and the setback variances.

But board members said a Dunkin’ would be a step up from the current auto repair shop.

“Nothing against the auto industry or repair facilities, but I think this will be an improvement especially to the site, cleaning it up, brightening it up,” board member Hal Willard said in adding his vote to approve. The board voted 7-0 in favor.

Board member Alina Tulman said the Dunkin’ will be “making a property that’s an eyesore something useful.”

“As someone who does live in the neighborhood, I think this is a great use,” she said in casting her yes vote for the plan.

Barbara Silary, who lives on William Feather Drive in the Sturbridge Lakes development across Route 73, told the board that Lake Villa Drive is used as a cut-through from Cooper Road to Route 73, with traffic especially heavy during the morning and evening rush hours.

“I don’t think this is a good idea,” Silary said. “I can only see this causing trouble.”

Resident Eric Simkin, of Wyndham Road, told the board that he has been watching a number of development proposals in Voorhees and is surprised by the amount of leeway the board is allowing in variances, particularly in granting property setbacks that are far less than permitted under zoning laws.

“For all the reasons why these ordinances exist are the same reasons why these variances cannot be granted,” Simkin testified.

After questioning from Wesley Aducat of Kresson Gibbsboro Road, the applicant’s representatives said they have received a letter from the state Department of Environmental Protection attesting that underground fuel tanks used by a former gasoline station on the site had been removed.

“I wanted to make sure those tanks were removed properly,” said Aducat, whose family operates Kresson Golf Course. He said wells are used for irrigation and drinking water and he wanted to make sure the groundwater supply was not affected.

Board members said they were concerned about cars overflowing onto Route 73 from the Dunkin’ drive-through line, which will have space for eight vehicles without blocking the drive aisle.

David R. Shropshire, a traffic engineer and owner of Shropshire Associates LLC of Atco representing the applicant, testified that research at similar Dunkin’ sites shows the vehicle stacking usually totaled six or less with the line occasionally reaching eight vehicles.

“If you get there, and the queue is long, you move on to the next Dunkin’ Donuts that is down the street in order to find something that is more convenient, because this is really set up for a convenience situation,” Shropshire told the board.

The developer also agreed to erect signs restricting left-hand turns onto Lake Villa Drive from the Dunkin’ lot to avoid tie-ups with traffic driving down Lake Villa and turning into Dunkin’.

Zoning board cancels meeting on Super Wawa plan at Route 73 and Kresson in Voorhees

A decision on a contentious plan to build a Super Wawa near the corner of Route 73 and Kresson Road in Voorhees will be delayed at least until December.

A third meeting on the plan was scheduled for Thursday before the zoning board, but it was rescheduled to December 7, according to the Township website.

The last time the Wawa proposal was discussed by the Zoning Board of Adjustment, at its July 8 session, the testimony was heated as neighbors protested the Wawa and its expected impact on traffic on the often-clogged three-way intersection of Route 73, Kresson and Kresson Gibbsboro Road. The mostly landlocked 4.16-acre lot now is vacant and tree-covered.

“This is going to be a nightmare when it comes to traffic,” Satyen Prabhu, who lives on Birch Street bordering the Wawa site, told board members at the July meeting.

But representatives of the Wawa developer downplayed the traffic concerns.

“We believe the safety issue is well, well overblown,” Timothy M. Prime, of Prime & Tuvel of Mount Laurel and lawyer for the developer, told the board at the July meeting. The wooded lot was open space for years and “the neighbors don’t want this site developed,” he said.

Court overrules Voorhees Planning Board, allows shopping center at Route 73 and Signal Hill Drive.

A developer’s plan to build a strip retail center on Route 73 that was denied by the Voorhees Planning Board has been approved by a state Superior Court judge.

Dean Development Associates LLC sued and won the approval from Superior Court Judge Deborah Silverman Katz to proceed with building the nine stores on 2.6 acres at the Signal Hill Drive intersection.

 “This now constitutes the local approval,” lawyer Robert S. Baranowski Jr., of the Hyland Levin Shapiro law firm in Burlington County, told 70and73.com on Thursday. Baranowski, representing the developer, said the retail project is a permitted use under zoning law.

Planning Board members voted 4-4 on the application in September 2020. Because a majority is needed, the board’s vote constituted a denial.

Members heard public testimony against the project from several residents of the neighboring Sturbridge Lakes development. They said they were concerned that the shopping center’s driveway onto Signal Hill Drive is near the driveway for the Signal Hill School, which is across the street.

“The intersection…is horrible at best,” Greg Offt, who lives on Fox Hollow Road, told the board at the September 2020 meeting. As residential developments grew around Sturbridge Lakes, the traffic congestion worsened, he testified, noting he isn’t against Route 73 commercial development but opposes the exit and entrance on Signal Hill Drive.

Several neighbors said the developer was trying to squeeze a building too large onto a relatively small lot — thus the need for special permission from the board.

“No evidence was presented on the record to demonstrate that any condition of unsafe ingress/egress would exist at the full movement secondary access drive on Signal Hill Road,” Katz stated in her order on August 25. “The requested bulk variances and design waivers are completely unrelated to the traffic concerns.”

Katz stated the application denial “was improperly based upon concerns with existing off-site traffic on Signal Hill Road for a permitted use” in the Major Business Zone.

Several conditions that Dean Development had agreed to were included in the judge’s decision, including installing an eight-foot fence, scheduling lights to be turned off after hours to prevent spillover into the residential area and restricting the shops’ delivery times. Because of drop-off and pick-up times at the elementary school, the developer agreed to forbid deliveries from 8:30 to 9:30 a.m. and 3 to 4 p.m. A 50-foot buffer in the center’s rear yard also is required.

Baranowski on Thursday said Dean Development, which is based in Scotch Plains, Union County, has no committed tenants, but the intention is to lease to neighborhood-type businesses such as nail salons or dry cleaners.

Super Wawa near Route 73 and Kresson in Voorhees Update on Proposal

When the developer of a proposed Super Wawa near the Route 73 and Kresson Road intersection in Voorhees designed the plan, it envisioned a driveway on Kresson Road that would be in addition to an entrance and exit on Route 73.

But that driveway — a residence would be torn down to make way — would run next to Voorhees Law Center LLC, the firm operated by lawyer Howard N. Sobel in a house believed to be more than a century old with extensive landscaping and a koi pond.

The Kresson Road driveway proposal, it appears, had the effect of someone using a baseball bat to get rid of a hornets’ nest.

Voorhees board votes to reject planning shopping center on Route 73

The township planning board has rebuffed a developer’s latest effort to build a shopping center that was first proposed in 2005.

A 4-4 vote at the board’s latest meeting denied approval for 14,000-square-foot strip center at Route 73 and Signal Hill Drive.

Board members who opposed the plan said the complex, which was expected to hold nine stores, was too big for its 2.3-acre site.

“In my heart of hearts, I think we’re reaching too far,” said board chairman Ron Schwenke, who voted against the proposal.

The would-be builder, Dean Development Associates of Scotch Plains, Union County, had requested a dozen variances and waivers for the project.

Dean Development won preliminary approval for the project in 2005, but returned before the board with an amended plan.

Board members voted shortly before midnight at the Sept. 9 meeting, which began at 7 a.m.

The vote came after unhappy residents criticized the proposal for several hours.

Most speakers expressed concern over the possible impact on traffic in the area, which includes Signal Hill School. Planning board members noted existing traffic issues away from the development site could not be a factor in their decision.

But several residents also voiced unhappiness with the size of the proposed complex.

“It’s clear that the amount of retail space they’re trying to put on that property is probably too much,” said Michael Cianfrone of Tenby Chase Drive.

 “You don’t have to grant all the variances,” added Timothy Stringfellow of William Feather Drive, who also suggested a smaller retail center would draw less traffic.
